POSITION OVERVIEW: This position is responsible for the planning, development, management and implementation of strategies to achieve the Community Impact work of United Way.  This includes direction of planning, community initiatives, fund distribution, and agency services within the policies established by the Board of Directors of United Way.  Responsible for assessing community needs, assuring accountability, achieving community impact through the effective utilization of community resources.  Provides professional leadership to allocation volunteers and the Board of Directors in the review, monitoring, and development of Community Impact. Develops and manages a multi-disciplinary staff responsible for implementing these strategies.  Responsible for development and oversight of regular allocation budgets for Community Impact and other special funds.  Provides direction and leadership for outcome identification measurement, reporting and analysis at the program and community level.

Essential job functions include the following; other duties may be assigned.

ESSENTIAL JOB FUNCTION:        

  • Manage and implement all allocations and fund distribution processes (Community Impact and Targeted Care) as they relate to meeting the goals of the organization.
  • Supervise portfolio managers in their analysis of community need, agency performance and investment strategies.
  • Provide staff support for United Way volunteers, including members of the Board of Directors. \Develop and implement community investment strategies in accordance with the organization’s goals and priorities.
  • Manage and supervise all planning activities and volunteer training for the review process, including financial review, outcome review, site visits and application/proposal process.
  • Develop and maintain the system for gathering and reviewing information on the status and needs of programs and agencies, including budget review, audit analysis, and review/approval of supplemental fund raising activities.
  • Maintain statements of agency membership and procedural policy and standards.
  • Coordinate, update and monitor all functions of the community impact process.
  • Supervise agency campaign issues and reports regarding the blackout period.
  • Provide leadership and consultation in the measurement of outcomes and the review of agency use of information.
  • Supervise Collaboration Learning Project, Indicator Project and special initiatives of the Division.
  • Develop, maintain and monitor the database management system in matters of agency reporting and distribution to agencies.
  • Represent United Way of Greater Milwaukee in collaborative efforts with government, other non-profits and business as assigned.
  • Participate as a team member in assigned project activities.
  • Coordinate with and support communications, marketing and campaign efforts of the United Way of Greater Milwaukee in meeting organizational objectives.

SUPERVISORY RESPONSIBILITIES: Directly supervise 12 staff and approximately 60 volunteers. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

EDUCATION and/or EXPERIENCE: This position requires a Masters Degree in human service related field, and previous non-profit experience.  Bachelor’s Degree in Human Service may be considered if related experience is significant. LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conforms to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS    Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

OTHER SKILLS AND ABILITIES: Excellent verbal and written communication skills.  Ability to motivate and retain volunteers, match interests and work with all people.  Good understanding of group dynamics and group facilitation skills.  Experience in working with diverse populations.  Ability to prioritize and balance competing demands.  Ability to work in a complex environment using technical and interpersonal skills.  Ability to apply database management software concepts to practical situations.  Experience with computer applications such as MS Office, Word, Excel, Powerpoint, AS400, and Internet desired.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
